[ITP] python-trove-classifiers

Hi all,

trove-classifiers (https://pypi.org/project/trove-classifiers/) is a 
dependency of python-scikit-build-core, which is itself a dependency of 
pybind11, which is a dependency of recent versions of python-imaging (a 
package I already maintain), and as such I'd like to package it for Cygwin.

The cygport file for this package is at: 
https://gitlab.com/hamishmb/cygwin-python-trove-classifiers

scikit-build-core is in Debian: 
https://packages.debian.org/trixie/python3-trove-classifiers

This, together with some other packages I've submitted ITPs for, and one 
more package I'm working on now, will enable me to release the current 
version of python-imaging for Python 3.12 as stable, and start working 
on wxPython for Python 3.12.
