Hello,
the current version of BZip2 available for MinGW-w64 is the ancient 1.0.6-4.
I updated these packages for those cross compilers to version 1.0.8-1.
The new palckages also provide the script file for supporting
pkg-config, see also:

You can find the updated packages for x86_64 and i686 here:

The packages are binary compatible with the old ones, so they can be
used as a drop in replacement.
I hope that it could be possible to make them available to all users.
