localtime bug tracked down

Just wanted to share the good news; Akihiro SAGAWA tracked down the bug with localtime reporting gmtime: http://groups.google.com/[email protected] This has been on my guilt list of things to try to look at for a long time now. I assume an actual patch will be in perl soon, and that Gerrit will release an updated cygwin package (if asked politely). One thing I'm curious about; I can see good reasons why localtime_r wouldn't go a tzset automatically, but I'm puzzled as to why cygwin seems to have been the only platform hit by this problem.
