Make sure you have cygserver installed and running, and have "server"
in your CYGWIN environment variable.
See /usr/share/doc/Cygwin/cygserver.README

Oh, and make sure you are running 1.5.8 or higher, and perl5.8.4.
(For earlier perls, you need to comment out the -lcygipc in
ext/IPC/SysV/hints/cygwin.pl.)
