I'm sorry, I cannot help much in this case.

This list is dedicated to the Cygwin version of Perl which is a special
version of Perl running on Windows computers.

Basically you'll need to build the modules yourself:
Get DBI & DBD via the CPAN mirrors:

Latest versions:
ftp://cpan.org/modules/by-category/07_Database_Interfaces/DBD/DBD-Oracle-1.15.readme
ftp://cpan.org/modules/by-category/07_Database_Interfaces/DBD/DBD-Oracle-1.15.tar.gz

ftp://cpan.org/modules/by-category/07_Database_Interfaces/DBI/DBI-1.42.readme
ftp://cpan.org/modules/by-category/07_Database_Interfaces/DBI/DBI-1.42.tar.gz


BUT I'm not sure if it is possible to get those old versions you're
searching and I think they are no longer supported by the authors.
Isn't it possible to upgrade Perl to a more recent version, we are using

$ perl -v

This is perl, version 5.005_03 built for aix

Copyright 1987-1999, Larry Wall

and

$ perl -v

This is perl, version 5.6.0 built for aix

Copyright 1987-2000, Larry Wall
