Well, it seems that your QT is another version and the API/ABI was
changed, bad style IMO since the DLL itself has the same name.

It is confusing, they have a 3.2.3-2-gcc3 and another, 3.2.3-3-gcc3 bianry
tarballs there with the same date, the download available from the
homepage seems to be different from the -3-gcc3 release:
http://sourceforge.net/project/showfiles.php?group_id=27249&package_id=102159 

I used the -3-gcc3 tarball:
http://prdownloads.sourceforge.net/kde-cygwin/qt-3.2.3-3-gcc3.tar.bz2?download

If you don't have this installed already try if it makes any difference.
