perl Tcl

Hi,

After some work, I got Tcl to compile and install on cygwin.  I made
this edit to Makefile.PL:

$ diff Makefile.PL Makefile.PL.works 
87c87
<       if ($^O eq 'MSWin32') {
---
>       if ($^O eq 'MSWin32' or $^O eq 'cygwin') {

and ran:
perl Makefile.PL --tclconfig  /usr/lib/tclConfig.sh

Make test did pretty good:

All tests successful, 2 tests skipped.
Files=7, Tests=48, 16 wallclock secs ( 3.18 cusr +  1.95 csys =  5.13 CPU)
  /usr/bin/make test -- OK
