[1.7] Updated: libart_lgpl_2-2.3.20-10

The following packages have been updated for Cygwin 1.7:

*** libart_lgpl_2_2-2.3.20-10
*** libart_lgpl_2-devel-2.3.20-10

libart is a 2D graphics rendering library used by the GNOME libraries. 
Its functionality is now provided by cairo, but will be supported for 
backwards compatibility for the duration of GNOME 2.x.

This release is a rebuild for Cygwin 1.7 with gcc-4.3.
