[1.7] Updated: rarian-0.8.1-12

The following packages have been updated for Cygwin 1.7:

*** librarian-devel-0.8.1-12

rarian is a drop-in replacement for scrollkeeper, providing the 
documentation metadata system for the GNOME desktop.

This update fixes file: URI creation and parsing to avoid mistaken 
UNC-style paths.
