My question is about whether there are any technical issues which
prevent OBJECT_ATTRIBUTES.RootDirectory from being used in Cygwin for
openat().

2nd question: Is OBJECT_ATTRIBUTES.RootDirectory really a root, and
you cannot do cd ..?
