Try this procedure to rebase all DLLs of all packages:
1. reboot machine
2. open admin terminal, run /usr/bin/rebase-trigger full, close terminal
3. run Cygwin setup.exe, just run it without installing anything. Do not abort!
4. reboot machine

IMO it would be cool if there is a tool which could be called from
powershell or cmd.exe
