added same workaround on python{3.9,3.12}-virtualenv
so with it

$ python3.12 -m ensurepip
Looking in links: /tmp/tmp8zomc830
Requirement already satisfied: pip in /usr/lib/python3.12/site-packages 
(26.0.1)
