I've taken care of this for you.

You should modify your packaging to simply not generate packages for 
python versions unsupported by upstream.

I'm assuming the existing (11.3.0-1 and earlier) versions of 
python39-imaging{,-tk} still work with python39. They will continue to 
linger in the package repository until such time as we do a purge of 
that python version...
