This is caused by an old version of target-lexicon being pulled in.

v0.13.3 of target-lexicon added support for Cygwin targets.

It's a transitive dependency of pyo3-build-config.

You would have to upgrade pydantic to v2.13.0b1 to fix that. They upgraded to
PyO3 v0.28 in that release, which pulls in the fixed version of target-lexicon.
