Upon inspection, the 32-bit installer in question is useless because it wouldn't even run saying "Cygwin is not supported on 32-bit Windows". Not sure why the 32-bit installer is still built by the build system. Might as well get rid of it or post the last known working version. I reckon it's 2.874? Any expert out there could confirm that.
