CYGWIN env variable useable with rsync?

Hi together, I'm using rsync and ssh, based on cygwin on windows and getting sporadic 'Resource temporarily unavailable (11)' errors in rsync. So I was wondering if setting the CYGWIN environment variable option 'proc_retry' would really actually taken in effect by ssh and rsync? Or is the environment variable only used for a explicit cygwin console like mintty.exe? I know, even setting the option may not resolve my issue, the question is in general when the CYGWIN env var is loaded by cygwin?
