Errors installing make and ninja

I wanted to installed make and/or ninja on Windows 11, but it is failing with the following error:

Downloaded C:\Users\cworlto\Downloads/https%3a%2f%2fcygwin.mirror.constant.com%2f/x86_64/release/make/make-4.4.1-2.tar.xz
The following package(s) had download errors:
  w32api-runtime-14.0.0-1

I downloaded the latest setup package today.

$  md5sum.exe setup-x86_64.exe
673a4601b130923753f30ed36bf4d5b6 *setup-x86_64.exe

$ ls -l setup-x86_64.exe

When searching for a resolution, the posts suggest that this file might be for a 32-bit installation of Cygwin.  My installation should be a 64-bin installation.

Any suggestion on how to get around this would be appreciated.
