cygwin in user mode

Hi,
Is there a official way to install cygwin without admin rights?
I resorted to copying cygwin1.dll and busybox standalone to %userprofile%\home and creating a shortcut to "wt.exe %userprofile%\home\busybox.exe ash" to get what I needed.
