Regression: blkid outputs nothing in util-linux 2.40.2-2 and latest cygwin1.dll

Hello Cygwin team,
I am reporting a regression regarding the blkid utility from the 
util-linux package.
Problem Description
When running blkid in the latest Cygwin environment, the command 
produces absolutely no output and exits quietly. This happens even when 
running the terminal as a built-in Administrator account in Windows. 
However, running blkid --help works as expected.
Version Comparison

* Broken version: util-linux 2.40.2-2 with cygwin1.dll from 2026-01-09.
* Working version: util-linux (blkid.exe dated 2024-01-24) with 
cygwin1.dll dated 2024-02-01.

In the older working environment, blkid successfully prints the list of 
partitions, UUIDs, and file systems as expected.
I have attached my cygcheck.out file generated with cygcheck -s -v -r > 
cygcheck.out to this email for further diagnostic details.
