The email-command doesn't work

Hello,

until some time ago I was able to send emails from Cygwin using the 
email-command. My provider has recently made the following changes:
- The use of STARTTLS is mandatory.
- TLS versions 1.0 and 1.1 are no longer supported.

One of these changes has caused the email-command to stop working. I 
have added the parameter "USE_TLS = 'true'" to the .email.conf-file.

Are TLS versions 1.2 and 1.3 supported by email?

How can I send emails from Cygwin in a simple way? Which packages are 
required?

I have been told that configuring sendmail is quite complicated.
