New driver package: STM32 I2C

Hi all,

I have written an I2C driver for the STM32 microcontroller that I want
to share.
ATM only the I2C Master is implemented, using either interrupts or
register polling.

The attached patch file contains the driver package, the patches for
ecos.db and ChangeLog, and a patch for the variant HAL header, adding
the register definitions.

I have also filed the patch in Bugzilla:
