base moving to packages doesn't remove the distinction between base
and ports.  i don't have any particular opinion on lpr specifically,
but we aren't going to e.g. remove less(1) from base just because
you can also install it from ports.

so if something is being removed from base, i think asking whether
there's a replacement we can include in base is reasonable.
