FreeBSD.org releases are built with the same compiler options and
hardware optimisations regardless of whether you get the binaries
from pkgbase, freebsd-update, or dist sets.

if you build pkgbase yourself, you can build for any CPU target
you like, the same way you can build dist sets for any CPU target
you like.

pkgbase has no effect at all on this (except that pkgbase does
make it easier to build and distribute your own release, if you
want to do that).

that said, since you mentioned i686: pkgbase was first supported
in FreeBSD 15.0, which also dropped support for 32-bit x86, so
there are no official pkgbase builds for 32-bit x86 at all.
