I was editing the PR today, and changed both status and responsible. edit-pr(1) then opened $EDITOR window to learn the reason of the status change, then asked a confusing "Do you want to reuse the last message?" question to which I answered `y', it then opened $EDITOR with the same message again and I just pressed "ZZ". The result was (as you have probably guessed already) the duplicated reason for responsible change. (I've repaired the damage in the PR.)
