old open PRs

Talked to a few people who said this list might be a good place for this,
so here goes:

I was looking around at various open PRs, and of them, I found two
that really could stand to be closed.. I posted new patches to both
of them, which apply cleanly and work on 5.0-CURRENT as of earlier
today (Sunday, June 9).  Tested them on a -STABLE machine, however..

Would appreciate it if someone with the ability to do something 
looks at them.. far too many of these type laying around :)

The PRs are: bin/16705, and bin/13043; dealing with minigzip and ftpd.
