Yes, it should print a message saying "blah changed from foo to bar"
before asking that and / or launching the editor.

Uh, I can't remember it ever having done that - in fact, I found out
the hard way, several times, that it didn't.  Check the CVS history of
the databases/gnats port; it's possible that the feature was there a
long time ago but was removed (wither on purpose or by accident).
