Yes, I take your point and am somewhat torn on this subject. 

I have a small addition to the man page that I was going to submit as a PR.
This simply notes this behaviour and I think would be non-controversial and
helpful if added.

But beyond that I think this behaviour probably should be addressed. I am
trying to think if anything would rely upon the birth adjusting to match an
earlier modification date ( which seems unlikely ).

Going forwards, I think I might submit the PR for the small documentation
change and then investigate further what is required to allow the modification
date to be changed ( without necessarily adjusting the birth date ).
