I re-ran etcupdate with no command arguments and the
'MAKE_OPTIONS="NO_FSCHG=1"' line /etc/etcupdate.conf commented out, on a
15.1-RELEASE system, and got no complaints out of it.  However, I had already
run etcupdate on it once before, after updating to 15.1, so I don't know if
that is a great test or not.  I wish etcupdate had some more verbosity in what
it is doing to track its status better.
