[Bug 291809] suggestion: clarify man 5 resolv.conf re: DHCP vs. resolv.conf

[Sorry it took so long to get back to this ...]

I believe the following change to the resolv.conf man page would address my
concerns and help others.

Reason for change: Alert readers that resolv.conf is part of a larger
configuration system.
