## Description
The static version of the OpenMP runtime library (libomp.a) is missing from the
base system under /usr/lib/, whereas the shared library (libomp.so) exists.
## Impact
This omission prevents developers from building statically linked executables
that utilize OpenMP. Combining OpenMP parallelization with static binary
compilation should be natively supported without mutually exclusive
constraints.
