This bug may have the same root cause as the bug reported in bug report 296=
652.

To verify this, run tcpdump on the sending interface (qlnex0) and on the
receiving interface. You might see ARP Replay frames leaving qlnex0 but you
won't see them on the receiving interface as the qlnex0 driver silently dro=
ps
them.

This behavior is NIC driver specific, therefore the problem went away after
replacing qlnex0 with bnxt0.
