So what is in your /root/.shrc ?
If you use csh and setenv ENV /root/.shrc before update-sa, do you have a bug
or not?

Side note 1: given that bash would use BASH_ENV and .bashrc, I fail to see any
confirmation that linux not having a problem is demonstration of anything.

Side note 2: setuid is likely to be interpreted as "run as root", setuid bit
doesn't work with interpreted script AFAICT.
