Phrased poorly. No written handbook rule. Purely a de facto operational
constraint:

1. Poudriere: Jails do not provide native procfs. Ports requiring it for
building, testing, or basic package staging fail on the cluster.
2. Runtime & Base System: Gutted skeleton in src. Tracing, memory-mapping, and
debugging internals stripped years ago. Code skeleton kept solely to prevent
runtime failures in legacy end-user scripts.

I had prepared a much longer answer which was met with a mid-air (in-flight)
collision with Ed's comment 26

I then shortened my re-response to minimal length as to not bury Ed's comment.
So in that way, the terse responses are actually helping. Helping to keep Ed's
very important pointers to commit hashes accessible.
