How do I get a new freebsd- mailing list made

It appears there is a core of people who are interested in various DIY
AI (using existing ANN's like GPT-2) on FreeBSD.   As it turns out
getting this up and running is "fun" to say the least and I suspect
the number of interested people will grow.   So how do I get such a
list made on the freebsd.org mailing lists?  (something like
freebsd-ai@ perhaps)
