Under 'IPFW2 ENHANCEMENTS', is listed 'MAC header filtering and Layer-2 firewalling.' You will need to rebuild the kernel, /sbin/ipfw and /usr/lib/libalias, as per the section titled 'USING IPFW2 IN FreeBSD-STABLE'.
