unable to build dependencies of ports in freebsd-16-current

trying to build a dependency port of any port results in failure with pkg-static: open(/usr/ports/category/dependencyname/work/.metadir.dependencyname): No such file or directory

currently using FreeBSD pc 16.0-CURRENT FreeBSD 16.0-CURRENT main-n285251-07a3501e6c85 GENERIC amd64,unable to reproduce the issue on 15.0-RELEASE
