I think I would prefer ETCBASE/openafs/client and
ETCBASE/openafs/server, but either one is fine.

This separation does mean that they can be installed
independently, but I don't see anything in it that
prevents _either_ option, the "one port with configure
options for what to install" or the "separate ports for
the separate client and server".
