I guess I know which boot-behavior you mean, 
while it never failed for me(and of course shouldn’t),
But for the slow boot up:
If you press enter during the bootup(when it seems slow), it should boot very fast,
specially from SSD.
If you still experience boot-fail, you could try to overwrite bcm2711-rpi-4-b.dtb with the one from 
the sourceforege-site for comparison .
FYI: my keyboard sits in the bottom left USB-slot(I didn’t compare with other slots)
