From a position of having one pi3 working as you want, I'd take the image there, insert into another machine (in my case a freebsd desktop) and dd the image to the desktop. Then mount the image with mdconfig, and change things which would be pertinent to another installation, like ip address, that sort of thing. Then copy the image to another microsd, and boot up the other pi3. -- J.
