I am trying to build the base system for the ARM64 target and get an error:

`/usr/local/aarch64-unknown-freebsd13.0/bin/ld: gptboot.sym: error: PHDR
segment not covered by LOAD segment`

I am using `stable/13` branch on source tree, and building it on FreeBSD13
AMD64 and ARM64.
