For what it's worth, on my RPI4, single USB (M.2) only. Only had it since ~6/25 so it's run 13.1-5ce13b8aa51, 0e897d87f73, 70fd40edb86 and currently 13-n251597-7c500f98b8d like you. I've rebooted it a fair amount as I'm playing with config.txt settings and other stuff. I'm not using a serial console either, for what that is worth.
