Well, I think the u-boot mailing lists are made for 
internal patch contributors. But it could be worth a try to subscribe to the list
and mark a message  as a bug report.
I would include  a short debug-log-snippet and ask if changing delays or adding a hub_reset function
could help out and then wait for answer.
I will not do that because I don’t own a an RPI 3B for testing.
