Podman uses qemu to manage VMs and expects them to shut down in response to the
ACPI shutdown event that QEMU delivers when told to gracefully stop the VM. 
With a FreeBSD guest, the shutdown never happens, which causes podman to hang
waiting for the qemu child process to exit.
