https://www.freshports.org/devel/icu reports that the correction to devel/icu
is in: 74.2_1,1

You are using: 74.2,1

That predates the correction.

The correction included removing the:

https://downloads.sourceforge.net/project/icu/ICU4C/74.2/icu4c-74_2-src.tgz

because sourceforge "no longer hosts recent versions".

Try 74.2_1,1 ?
