Is the connector plugged in (not necessarily the monitor, but the cable 
-- and sometimes the monitor too!) when the unit is first powered?

Surprisingly (to me anyway) I've found most devices with HDMI outputs 
will not enable the output unless at least a cable is inserted when 
power is applied / the unit first boots to its internal firmware. I've 
got a "small formfactor PC" here that even with a cable inserted if you 
do not have the monitor on and selected for HDMI input when you first 
power it on it will not enable the port.
