Patch for issue

This adds support for USB 3 controller on the RK3588 platform.

The ranges node appears to be empty in some of the device-tree
files and in the case of the Linux 6.15 RK3588 files it appears
to have been removed ... I left the call in the code, however
I removed checking the return status since it seems to be
optional.

I moved the optional clocks comment since it appeared to be
misplaced.

RK3588 support tested using a FriendlyElec NanoPC-T6 LTS
on FreeBSD 14 stable (with various other RK3588 patches).
