tcpdump and PCA200E ATM adapter

Hi

I am trying to tcpdump from an established PVC 
I am using 4.5-STABLE and an PCA200E SMF ATP adapter
my PVC is working fine , but when I do a tcpdump -iatm0

I get 

tcpdump -i atm0
tcpdump: BIOCSETIF: atm0: Device not configured

Any way to solve this ?
