New Revision: 45145
URL: http://svnweb.freebsd.org/changeset/doc/45145

Log:
Partially convert the pr-guidelines article to the bugzilla world. This
is intentionally incomplete as the bugzilla states and categories are
not yet firm, and requires more precise wordsmihing.
