See r45385. Pointing people to the information page rather than the "submit a bug" page directly was intended to be much more user-friendly than the Bugzilla "you must log in or register" to do this page, which is a pretty awful introduction to reporting a bug. Instead, they were taken to a page which encoraged them to search the PR database first, provided guidance for how to submit a good bug report, explained why registering/logging in was necessary, etc. I think I'd rather see the header.ent URL change reverted (though the "Bug-report" -> "Bug Report" change is a good one).
