this is not a fix, it is a workaround. Why not fixing the Makefile and
add the dependencies? You can add the dependencies by hand or just
extract them from the article.xml file itself, e.g.:

DEPS!= egrep '<!ENTITY release\.[^ ]+ SYSTEM "./releng-[^ ]+\.xml">'
${SRCS} | sed -E 's,.*"./([^"]+)".*,\1,'
index.html ${DOC}.html: ${DEPS}
